Rent Program Community Workshops - March 4th & 11th, 2026

The Alameda Rent Program is hosting two community workshops to discuss Ratio Utility Billing Systems (RUBS) and potential policy changes. Your input is essential as we consider frameworks that balance fairness, transparency, and practicality.

RUBS is a method property owners may use to divide a building's utility costs among tenants based on factors like unit size or number of occupants, rather than individual usage. While RUBS is currently permitted in Alameda, an uptick in tenant concerns about unclear formulas and fairness has prompted a review of these practices and consideration of new policy options.

Join us to learn more, share your feedback, and help shape policies that work for both tenants and property owners. These workshops will:
