Alameda City Council passes urgency ordinance concerning evictions where tenants have been financially impacted due to the COVID-19 pandemic
On March 17, 2020, the Alameda City Council passed an urgency ordinance, effective immediately and extending for 60 days, that provides all residential tenants a defense in an eviction proceeding for failure to pay rent (including the tenant's share of the contract rent for Section 8 tenants) when the tenant is not able to pay rent due to a substantial loss of income due to the COVID-19 pandemic. Substantial loss of income due to the COVID-19 pandemic includes: 1) a reduction of 20% or more of monthly gross pay; 2) extraordinary out-of-pocket medical expenses; or (3) extraordinary child care needs.
Landlords are also prohibited from shutting off utilities except in the case of an emergency such as an urgent repair to a water line.

Rent Program Offices Closed to the Public
Effective Monday, March 16, 2020
To help curb transmission of the novel coronavirus (COVID-19), effective Monday, March 16, 2020, the Rent Program office at the Housing Authority of the City of Alameda (AHA) will suspend public access for the next two weeks. Customer service remains a top priority and we have several alternate means for you to continue doing business with us:
Staff will continue to answer phones and email from 8:30am-4pm Monday through Thursday. You can find contact information on your documents and on our website www.alamedarentprogram.org.
Staff can provide forms via fax, mail or email. Common forms will also be available outside the front door from 8:30am-4pm Monday-Thursday.
All workshops, trainings and clinics are cancelled until further notice. Please contact our team at 510-747-4346 for all other inquiries. You may also email email@example.com with any questions.

2016 Election Results Update:
Based on information from the Registrar of Voters Office, unofficially Measure L1, a City Council sponsored measure concerning rent review, rent stabilization and limitations on evictions has been approved by the voters. The Registrar, however, is continuing to count votes and the results concerning Measure L1 will not be certified until early December.
Measure L1 retains in place the City’s existing Ordinance concerning rent review, rent stabilization and limitations on evictions and that Ordinance will remain in place unless and until it is amended, suspended or repealed by the Alameda City Council. Please continue to submit Rent Increase and Termination Documentation to the Housing Authority.
The Program Administrator has prepared an Information Packet and a list of Frequently Asked Questions (FAQ’s) to assist landlords and tenants in understanding and implementing the Ordinance.

||There are two City measures on the November 2016 ballot for voters to consider in regards to rentals: Measure L1, the Rent Stabilization Act, and Measure M1, the Charter Amendment to Establish Rent Control, a Rent Control Board and Regulate Termination of Tenancies.
