Annual Program Fee Schedule
Landlords pay an annual program fee to the City to cover the costs to provide and administer the Rent Program. Fee amounts are updated annually in accordance with Resolution 15771(PDF, 2MB).
The fee is owed on any residential unit that will be rented to a tenant at any time during the City’s fiscal year (July 1 to June 30). The per-unit amount is determined by whether the property is registered as a) fully regulated and subject to all provisions of the Rent Ordinance or b) partially regulated and exempt from rent control under state law but still subject to all other provisions the Rent Ordinance. No fee is owed for rental units occupied by rent-subsidized tenants, e.g. Housing Choice Voucher (Section 8) recipients. Each year, before payment of the annual fee is due, landlords of registered properties will have an opportunity to verify information in the Rent Registry, apply for any new exemptions from the annual fee, and certify that vacant units will remain vacant. Notices are mailed to all landlords when this period begins. Landlords will also receive a mailed invoice with the amount owed based on current information in the registry.
If the fee is not paid, a 10% late penalty will be applied after the due date, with an additional 10% to be added each successive month until a maximum penalty of 60% has been reached.
Rent-Subsidized Units*
Rental units occupied by tenants participating in a rent subsidy program (e.g., Housing Choice Voucher/Section 8) are eligible for a fee waiver.
2025-26 Program Year (Transition Year) For the 2025-26 program year, all landlords with rent-subsidized tenancies were required to complete Form RP-225 along with a copy of their 2024 1099-MISC. Landlords who completed this verification on time do not need to resubmit Form RP-225. Landlords who did not complete verification by the deadline must submit Form RP-225 along with their most recent 1099-MISC to establish eligibility going forward.
New Subsidized Tenancies (2026-27 and beyond) Landlords registering a rent-subsidized tenancy for the first time must complete Form RP-225 along with a copy of the 1099-MISC tax form issued by the administering agency (e.g., Housing Authority of the City of Alameda) for the year the tenancy began.
- If the subsidized tenancy began in 2025 or earlier, submit your 2025 1099-MISC during the 2026-27 registration cycle.
- If the subsidized tenancy began in 2026, you will receive the waiver provisionally upon submitting Form RP-225. You may be required to submit your 2026 1099-MISC by the opening of the 2027-28 registration cycle (June 2027) to continue receiving the waiver.
Tenant Fee Pass Through
Landlords may pass through 50% of the Fiscal Year 2026-27 program fee to tenants in twelve equal installments
- Fully regulated unit: $7.33 per month
- Partially regulated unit: $4.92 per month
